It could be that some of the branches died back, but if you see some signs of life, all is not lost. Buddleja can be cut back quite hard in early spring - I always used to prune mine almost to the ground because I like them to be bushier rather than lanky. I would say to go ahead and cut it back to about 30cm from the ground. It flowers on current year's wood so you will still get flowers (though no where near as many as last year) and it will most likely rejuvenate the plant. Just make sure to cut right above a strong, outward facing bud.
