Rose rust

I have a generous gardener climbing rose planted in a container last year. The stems have gone yellow and there are orange spots as slight pustules also on the stems. The plant is now about 3 feet high and growth is just starting (tight purple leaves) at that height on the yellow stems. Should I prune back now or spray with fungicide, feed and see how it goes?
