The fact that you had one flower is a bonus. Peonys can take a few years to flower. Planting depth is very important. I have a few peonys that are 1 year old and only around half of them have produced any flower buds. Where as cuttings from mature plants taken from my brothers garden have all produced buds. They haven't flowered up here in Scotland yet!!
I got a tip from a professional 3 weeks ago, giving them a feed with tomorite may kick start dormant buds. I done this and only 1 plant has produced an additional bud. Don't know if this was due to the feed or was luck.

We only had one flower on our peony. I this normal? Other buds formed but did not develop,
