Hi, Linda,
You can hard prune Philadelphus. Do it in late winter or early spring. If it is really bad, you can cut back all stems low, otherwise, remove up to 1/3 of old branches. You will sacrifice flowering by doing this, but the plant will be happier and put on a better show next year if rejuvenated.

We have been out of the country for 4 years and tenants have neglected the garden. the philadelpus is overgrown and sparse. Will it respond to a harsh pruning?
