I'm thinking of putting Potentilla in flower beds around our bay windows. However they are described as deciduous. Will they really be bare all winter?

Yes, they are deciduous, you can understory with bergenia purpurea, which has kidney bean colored leaves in winter with a hot pink flower in March.
