Flower stems die off before flowering

I have recently had my garden professionally landscaped (about 6 weeks ago). These plants have just started to grow flowers but,without exception, before the flowers open all of the stems bend over about 6 inches from the flower head. The flower then does not open. I have attached a photo. Can you help me identify the cause of the problem please.
