The ones outdoors, if they were fall blooming then they have finished their bloom cycle, you missed it. The Feb. ones or C coum are not up yet. They both require a time for dormancy, which is summer, so you should not be watering them, I recommend that you plant them under a tree, where they do best, the root system of the trees keep them dry.
