Hibiscus syriacus 'Meehanii'

Hi, I hope someone can help, when we moved into our current house there was one of these in the middle of the garden. It is growing very well and has doubled in size over the 3 years we have been here, BUT it has never flowered! The flower buds grow and seem to almost be about to open but then they seem to dry up and fall off. Should I be feeding it more? Should I water it more? Can anyone give me any advice? Many thanks!
