Is it too late to prune wisteria?

There is a wisteria in our shared garden that is about 20 years old but has apparently never flowered. It is a large, well- established plant. I meant to prune it it in Jan/Feb but forgot because of the hard winter. Is it too late now? The garden is in Edinburgh, so I wondered if I could still prune as in colder North. I would be grateful for advice.
