It will grow fine in a west-facing bed Chrissy! You might get the old seed heads collapsing over the path next to the bed around this time of year, but otherwise go for it!

Would Stipa gigantea grow well enough in a 1.3m wide border running along the base of a west facing wall?

Stipa gigantea (Golden oats) has been used in The HESCO Garden by Leeds City Council for Chelsea Flower Show 2009.
