You are doing nothing wrong, Roses, depending on type, need to put on a certain length of growth each year before they flower, my best advice to you would be to tie in the new branches when they are young and fairly flexible. When you prune look at the angle of the bud you have pruned to, this will give you a hint at which direction it will grow out at so you can aim the new growth away from the walk way. :)
