From what you described, it sounds like your rose has bud blight caused by the fungus Botrytis cinerea. Cut out and destroy all infected parts. Prune the plant so it has good ventilation and air circulation. Apply a preventative spray next spring. If you also notice black spots on the leaves, this is a separate disease - rose black spot. In that case, remove and destroy all infected leaves, including those on the ground. After this you can apply a preventative treatment - either sulfur dust, a chemical fungicide (the most toxic option) or you can make a baking soda spray - 1 tablespoon of baking soda with a few drops of washing up liquid in a gallon of water. Spray this one the leaves once a week. It changes the ph on the surface of the leaf making it difficult for the fungus to grow.

my rosa glamis castle will not flower, it buds up and then the buds seem to just rot and fall off, i have just seen it look as if it has black spot will this be why?
