Daphne odora, no matter what the cultivar, can be a fussy plant. It tolerates light pruning and like lavender, will not produce new growth from old wood. If you want it bushier, lightly prune back new wood - you can do this each year after flowering. Since yours is leggy and didn't flower this year, it sounds to me like it might not be happy where it is or it might be getting too much water. D. odora must have well-drained soil and it is best to let the soil dry out before it is well-watered again. It also needs a sheltered site with protection from hot, midday sun - an eastern exposure is the ideal aspect. Applying bone meal in spring and autumn will promote flowering.
