Don't give up hope yet. Fritillaria are fickle things and can sometimes be short-lived. Since you just planted it this spring, and it seemed happy without flowering, I would give it until next year. If it doesn't flower next year, move it to a sunny spot with very well-drained soil - it cannot tolerate poorly drained conditions and is very prone to rot.
