when/how to coppice tamarisk

I have a tamarisk next to a photinia and a smokebush. All are quite helathy but getting quite big. Can I coppice and prune back hard all three of these to suit the space they are in?

A few questions -
How long have you had it? Is it newly planted?
What type of soil do you have? Tamarix likes acid to neutral.
Was it given a feed in spring? Recently? Routinely?
How often does it get water? Could be too much.
I'm not too concerned about the leaves turning yellow - it is deciduous so it should drop them soon anyway. The flowering could relate to any of the questions asked above. Please let me know a little more about it and I will do my best to help.

My Pink Cascade did not bloom this year and now is turning yellow in the fall. It is planted in full sun and is well watered. What am I doing wrong?
