Hi, Matt,
All depends on a number of factors. Is it still quite cold where you are? Where is it planted? How exposed to the elements was it this winter? P. himalayana 'Rubrifolia' is tender so if you live in an area that has cold winters or had an unusually cold winter, it probably didn't survive.

Leaves/foliage has not started to grow back yet. Is this normal?

Hi Matt,
Your Parthenocissus himalayana 'Rubrifolia' is deciduous so it is perfectly normal for leaves to drop at this time of year. Have you added this to your 'Plants I Have' list? If so, you will get detailed information and care instructions.
