Hi Tammy Kathy C is right, but the reason that you leave a little bit of stem is that the crown of the plant is protected from any possibility of getting so wet that it will rot. Also, it's a good indicated of where the 'disappeared' plant it so that you will not disturb it by digging it up in error!

Cutting back hard usually means to cut back close to the ground but not flush with the ground.
